buttonsets.xml 国旗按钮设定

buttonsets.xml是用来设定游戏操作界面国旗按钮的，由civs.xml的homecityflagbuttonset调用（civs.xml还有一个homecityflagbuttonsetlarge，但是经确认没有调用到这个）。


buttonsets.xml的结构如下显示
